Pingsha has again become a popular departure point for Vietnamese Chinese, as it was last year. Although it is believed to be a "restricted area", Vietnamese Chinese have no difficulty in entering, since they can obtain travel permits from their OCFs. Middlemen (such as HUANG) are able to introduce boat sellers (such as LIN) and to arrange departure facilities. Many Vietnamese Chinese are now reportedly staying in Pingsha with the

intention of arranging departures for themselves and others.
