On 19th April 1981 a 47 h.p. wooden fishing boat ("thuyen tau" type) sized 12 by 2.8 metres: registration number DN 0712 KV III entered Hong Kong with a mixed group of 58 direct arrivals (57 ethnic Vietnamese, 1 ethnic Chinese) from Da Nang, Central Vietnam, and 18 ex-China cases (ethnic Chinese who had emigrated from Vietnam to China). This report concerns the latter group.

Twelve of the ex-China cases had originated from Liquang (7787/0342) Overseas Chinese Farm (OCF), Guangxi Zhuang Autonomous Region (AR); five came from Zhuhu (4554/3275) District OCF, Guangzhou; and one came from Pingsha (1627/3097) OCF, Doumen County, in Guangdong Province.

They had all left Lianwan (5571/3494) just to the east of Pingsha on 15th April 1981 aboard a wooden rowing boat normally used for river fishing, and reached Macau on 18th April. On the following day the Macau authorities placed them on a passing Vietnamese refugee boat which brought them to Hong Kong a few hours later, on the same day.

The attached report, which consists of the organiser's story, mentions that on 17th April the group encountered a group of militia at Sanzao Dao (0005/3501/1497) who took no action when it was discovered they were Vietnamese Chinese rather than Chinese illegal emigrants, and offered to tow them to Macau for a fee of four taels of gold. The offer was declined as the group did not possess the required amount of gold.
