The Secretary of Security in Hong Kong drew my attention to the numbers of Vietnamese refugees who had transitted China and who were still in the Territory. There were about 2,700. As before, the Chinese remain slow in having these people back, claiming that they needed time for research into their anticedence. Mr Davies said that there were signs of visitors to Hong Kong starting a campaign to draw attention to the plight of these refugees and he warned us that there might be some lobbying in Parliament.
