Mr Orr phoned yesterday afternoon whilst you were out about these refugees. The substance of his message is contained in Hong Kong Telegram Number 603 copy attached.
2. Mr Orr also made the point that he saw merit in our making representations to the Chinese Embassy here. He accepted
HMA Peking's point that this could be less effective than doing so in Peking because of administrative and communication difficulties Nonetheless, he felt that it would demonstrate to the Chinese the seriousness with which HMG viewed recent developments and show the Hong Kong Government that we in London were genuinely concerned.
3.
I said that we would bear this in mind when considering what to do after the outcome of the latest representations have been reported from Peking.
