Action by the Chinese authorities to Prevent Departure of

Vietnamese Refugees Resettled in China

On 26th June 1981 a wooden rowing boat with 25 ethnic Chinese passengers (L/M 1403) entered Hong Kong, having left Dawang (1129/2489) Overseas Chinese Farm, Sihui (0934/2585) County, Guangdong Province on 9th June 1981 with 20 passengers. Reaching Macau on 13th June, the group remained until 26th June, when the Macau authorities replaced their original rowing boat, which was damaged, with a similar one, placed aboard five Chinese Illegal Immigrants (IIs), and instructed the group to proceed to Hong Kong, where they arrived later the same day. The five IIs have since been repatriated to China.

The organiser of this group (L/M 1403) had migrated from Northern Vietnam to China in 1978 and had been assigned to a rubber plantation at Nam Mau (0589/5399) State Farm on Hainan Island. In late May 1981 he and eight others clandestinely left Hainan Island and went to Dawang Overseas Chinese Farm on the Chinese mainland, as they had received letters from friends at Dawang saying that many persons were leaving for Macau. were the second group to make this trip from Nam Mau, fifteen persons having left on 11th May 1981.

The organiser of L/M 1403 was interviewed by Special Branch officers and stated that, whilst in Macau, he met a friend who had come on 18th June from Dawang and who told him that Chinese security forces, described by him as "border militia" had on the day of his departure (believed to be 15th June) begun seizing departure boats and arresting would-be migrante

to Macau. The arrests were made at Mafeng (7456/2075) and Hekou (3109/0656), both near Dawang. Eight boats were said to have been seized on the first day and kept at Hekou. The arrested persons were sent back to their original farms and those without money were told to contact relatives for assistance.

This is the first information received to date of action by the Chinese authorities to prevent departures of Vietnamese refugees resettled in China and provides the probable explanation for the sharp reduction in numbers of ex-China cases reaching Macau (and then Hong Kong) in the latter part of June.
