At dinner I asked Vice Governor Zeng Dingshi

what was happening about the possibility of developing wharf facilities at Tai Lam Kok. He said they were

still doing a feasibility study in conjunction with China Merchants. (Separately, Mr Elson of Bowaters, London, who was in Guangzhou last week, told me that, at the request of Lu Ying, one of the provincial deputy Secretaries General, he was arranging meetings in Switzerland for L and an American and a French bank to

discuss financing of the project. Lu had told him there were difficulties about the land in. Hong Kong but had not

said what they were

Lu was thinking of probably price. borrowing some US$100 million for development on the

security of the land.)

In conversation with Deputy Director Fu Fen during the day of 7 October, I spoke about the case where ICAC needed evidence about an allegedly false medical

certificate issued in Guangzhou and connected with a case

of nobbling a key prosecution witness. Mr Fu made it clear that he already knew all the details from WCNA. I said that,

if ICAC could send two plain clothes officers to Guangzhou, that would be best; if not, certification by the Guangzhou authorities would be second best. In either case speed was very important. Mr Fu said he thought there would be little difficulty about the second alternative;

there probably would be about the first. The matter had been passed to the Public Security authorities to deal with.

I also spoke about the case of Tam Chap-chau who

had cheated the Shenzhen authorities of some HK$2 million.

The problem was that Shenzhen had allowed him to keep and use a Hong Kong identity card for convenience of entering and leaving Hong Kong. As a Shenzhen cadre he should not
