We spoke. I attach a copy of the GSC paper as agreed. It was accompanied by the following note from Bim :-

"

At the GSC this morning it was decided that we must maintain our deterrent policy and therefore as a general rule return the mothers. As explained in paragraph 4(2) it is up to the mother and father to decide whether the child should stay in Hong Kong or not. So far all the cases with which we have dealt up to and including case 11 have opted to allow the child to stay in Hong Kong with the father. In our publicity we shall of course be making the point that the father and child can of course visit the mothers in China."
