CBF commented at the meeting of 10th March that the loss rate of military identity cards is 1 in 500 per month. The Hong Kong identity card net loss rate (12, 832 in February, out of 4, 821, 269 cards in circulation) is currently 1 in 376. As CBF pointed out, the average Hong Kong citizen can expect to lose his card once every 30 years.

Police intelligence indicates a sustained demand for false travel documents and identity cards. In Guangdong, the rumour that identity cards can easily be purchased from criminal elements in Hong Kong is widespread. Specific case investigations reveal that forged identity cards can be purchased for as little as $1,500. Reports from Macao indicate that syndicates are now soliciting potential illegal immigrants for trips to Hong Kong with the promise of identity documents on arrival. Less commonly, false travel documents and identity cards have been used successfully to pass through immigration control.

Since Operation "Champion", the Police made 10 arrests involving 14 cases of forged identity cards and 2 cases of forged re- entry permits. Investigation on one case has been completed and the person involved was fined in Court for $1000 or one month imprisonment in default of payment. The Police have asked for a review of the sentence which will be heard in a week's time.

Immigration

Since "Champion", 20 false identity cards have come to the notice of the Immigration Department. 3 were genuine identity cards which had been altered and the remaining 17 were complete counterfeits.

ICAC

ICAC has recently arrested a syndicate involved in the counterfeit of 150 Hong Kong identity cards. Investigations are continuing.

Reports from all the law enforcement agencies indicate that the syndicates dealing with illegal immigration have so far preferred manufacturing counterfeit identity cards to altering genuine ones.
