AN APPEAL BY THE WANDERERS ASSOCIATION
TO BE REGISTERED UNDER THE SOCIETIES
OR DINANCE CHAPTER 151

On 20th March 1981, the Commissioner of Police, as Registrar of Societies rejected an application made by the "Wanderers Association" for registration under the Societies Ordinance Chapter 151. Under section 12(2) of the Ordinance there is a right of appeal to the Governor in Council. The Association has petitioned the Governor in the petition dated 2nd April 1981 (Annex 1) which was submitted within the statutory time limit.

The declared aims of the proposed Society are:
to unite all people who come to Hong Kong from China;
to foster the spirit of co-operation and friendship amongst such people;
to promote the good reputation of people who come from China "so as to strive for the right to survive and fight for the pursuit of freedom, peace and tranquility.

Processing the "Wanderers Association's" application
to register as a society revealed that the Chairman and the Hon Secretary of the proposed society, Mr CHOW Hing-chuen, has covert connections with the Kuomintang and that the association has received a subsidy from the Taiwan Government. The assistance received from Taiwan and the association's current activities suggest that it is likely to be an embarrassment both to the Hong Kong Government and to the Chinese Government.

On 15th July 1980 he submitted an application for registration of the "Wanderers Association" to the Commissioner of Police as Registrar of Societies. The Commissioner decided, in consultation with the Acting Chief Secretary, that the application should be refused under section 6(2)(a) of the Societies Ordinance which states:-
