1. Hong Kong Telegram No 948 contains a further personal message for the Lord Privy Seal from the Governor. I submit a draft reply which covers yesterdays debate in the House of Lords and explains why the Government have decided not to oppose the Gibraltar amendment in the Commons. NTD and SAmD agree.

There may be some criticism from Hong Kong on the latter point, particularly as we have put such stress on the Government's interest in reversing the Gibraltar amendment. It seems very unlikely that there will be any chance of getting any further compensatory concessions which would soothe Hong Kong and the other Dependent Territories, particularly as the use of the formula 'British (Hong Kong) Citizen' in passports is unlikely to be possible as an administrative measure.

I hope, however, that it will be possible to get the Home Office to agree to accept Lord Geddes' amendment in the form in which he introduced it. This would help to give the impression that the Government were trying to be cooperative.
