I enclose a speech for use in moving the supplementary timetable motion

governing Commons Consideration of Lords Amendments. I have assumed, on the precedent of the Transport Bill, that this will be moved by Mr Raison rather

than by the Leader of the House or the Chief Whip. But the speech has been

drafted for use by whoever is designated to move the motion. I have also

assumed that no formal winding-up speech is required for a debate which can

only last an hour, though Mr Raison may of course wish to refer briefly to any

points made if he gets a second opportunity to speak.
