The Earl of Avon: My Lords, I beg to move that this House doth agree with the Commons in their Amend- ment No. 177, which is linked with their Amendment No. 178. With permission, I shall move both of them together. These amendments seek to extend a provi- sion added to Schedule 10 by your Lordships on Report. Under this provision, when a specimen has been condemned or deemed to have been condemned as a consequence of attempted illegal importation, Her Majesty's Customs and Excise may reclaim their ex- penses in returning it to the country of export-in other words, returning it to the wild. This is in accord with Article VIII of the Washington Convention on Inter- national Trade in Endangered Species of Wild Fauna and Flora. I beg to move.

The Earl of Avon: My Lords, I beg to move that this House doth agree with the Commons in their Amend- ment No. 179. The amendment seeks to remove the 'three times the value " restriction. The Earl of Avon: My Lords, I beg to move that this House doth agree with the Commons in their Amend- ment No. 180. Amendment No. 180 is linked with Amendment No. 181, and, with permission, I shall move both of them together. These are drafting amendments to make it clear that the phrase “ of any of the kinds to which Schedule 4 to this Act for the time being applies" also governs the phrase a live or dead animal". I beg to move.

The Earl of Avon: My Lords, I beg to move that this House doth agree with the Commons in their Amend- ments Nos. 182 to 186 en bloc. Amendments Nos. 189 to 200 are also of the same type. The species of List A are all those on Appendix 1 of the Washington Convention that is, those regarded internationally as endangered-together with others, such as birds of prey, on which the United Kingdom has traditionally had strict controls. In New Delhi in February and March of this year, the third meeting of the parties to CITES, including the United Kingdom, agreed certain amendments to Appendix 1 of the convention. The amendments which the House is now considering incorporate the changes to the appendix. With the exception of Amendment No. 186, they all concern the addition of species to the list. The species to be added will in effect from 6th June 1981 be banned from international commercial trade. There is one species, the bontebok, which has been removed. I beg to

move.
