Lord Aberdare: My Lords, the same applies to these amendments. There are 20 of them, but the

first 13 are simply to substitute the title of British Telecommunications for what was previously the Post Office. The other amendments, Nos. 14 to 20, arc once again all simply drafting amendments or cor- rections to make the text rather clearer. Therefore, I think it might be for the convenience of the House if I moved Amendments Nos. 1 to 20 en bloc. My Lords, I beg to move.

Lord Underhill: My Lords, although these are apparently only drafting amendments, can the noble Lord say whether they have been made available for noble Lords?

Lord Aberdare: Yes, my Lords; they are available in the Printed Paper Office. As is normal with a Private Bill, it is not thought to be worthwhile to print them, but they are always available; and on the Order Paper, as noble Lords see, it does say that amendments will be proposed.

The noble and learned Lord said: My Lords, I beg to move Amendment No. 2 and to speak to Amendment No. 3. These amendments appear on the Order Paper in the name of my noble friend Lord Pitt of Hampstead. The significant amendment Amend- ment No. 3-is at once, I submit, more liberal and at the same time more limited than similar amendments I to this clause which have been suggested so far. see that my noble friend has now arrived. Perhaps he will permit me to conclude my few words of com- mendation of his amendment because I shall not take up too much of the time of the House. It is a helpful amendment to a small group of young people who need every assistance that we can give them. I beg
