H. Hong Kong are said not to be seeking right of abode

in the UK

The amendment covers not only the people of Hong Kong but

the people of all the other dependencies and all British

Overseas citizens. Amongst the whole it is certain that there would be many who would seek to use any argument or opportunity that presented itself to enter the United Kingdom and anything that gave them scope to try that could have the most serious consequences.

Is there no other title that would meet the wishes

of the dependencies and the UK?

Any titles which blur the clear distinction between the different citizenship categories present the same

problems.
