because they once held a United Kingdom passport issued (without qualifying endorsements) in the British Isles before 1 January 1973. (Such a United Kingdom passport would have been issued to a person who was exempt from immigration control under the 'reserved rights' provisions of the Commonwealth Immigration Acts of 1962 and 1968.) The Home Office point is that there was never any intention that Dependent Territory belongers, who have an unqualified right of residence in a given dependency, should be indefinitely re-admissible to the United Kingdom. They say that, because such a belonger ob- tained a passport in the United Kingdom when he was not subjec to control, this should not justify his now receiving an entitlement which is not enjoyed by others with similar status whose passnorts were not issued in the United Kingdom. This seems to us a fair point, but clearly the position needs straightening out if a line is now to be drawn and clear instructions given to passport issuing authorities. This may involve amendment of DSP Volume 25 Appendix 11.
