The Home Secretary's Private Secretary's letter of 13 October
34 replies to the LPS's minute of 9 October about Hong Kong. It turns
down our proposals. Hong Kong Telegram Number 933 provides the

Governor's latest assessment of the mood there. Sir M MacLehose
recommends that the Government should accept the new amendment which
Lord Geddes is tabling to provide for an alternative title of
'British Dependent Territories Citizen' and presses the case for the
title 'British (Hong Kong) Citizen' to be used in passports.

Secretary. We are dealing here not with an amendment which could
cause confusion, as in the case of Lord Geddes' 'British National'
proposal, but with a simple change of word order.

However, there does not appear to be any possibility of providing
for the description 'British (Hong Kong) Citizen' to be used in
passports.
As we have said, this would require legislation.
Sir M MacLehose implies that we had earlier given him the impression
that this could be achieved by administrative means. I do not think
that we have said anything so specific in the past but we are checking
on this.
4. The attached draft telegram to Hong Kong explains the position to
the Governor without making any firm commitments.
