13. My Lords, we believe a change of this kind will benefit

everyone in our society including those in the ethnic minorition,

most of whom will be eligible for a citizenship which confirms and

strengthens their place as part of our society. The Bill will

contribute to the security of everyone in our society and can,

I believe, only serve to reduce tensions and encourage the growth

of harmonious relationships in a stable setting.

14. My Lords, I said on Second Reading in this House that this was a

just and reasonable measure. I continue to believe this and I am

confident that events will show how right we were to tackle now this

long overdue reform of our nationality law. I believe that in the end

we shall have legislation which will more than justify all our labours

and I do, on behalf of the Government, thank your Lordships for your

unstinting contribution to it.
