I attach a draft speech for Lord Belstead's use on Third Reading. The draft

has been prepared on the assumption that Lord Belstead will not wish unduly to prolong the debate, (which I understand is not supposed to be a repeat of the Second Reading). The draft will no doubt have to be added to on the day to
