we do not show ourselves ready to discuss the preference
which Sir Murray MacLehose has already outlined to
Mr Ridley and to explain why it is not possible, we run the
risk of embarrassing wire-crossing and very likely of accusations of bad faith on the part of Foreign Office Ministers. I am confident that Sir Murray would not renege
on any understanding and his co-operation is vital.
