You recently sent me a draft of a letter it is proposed Mr Clift should write to Mr Davies in Hong Kong on the above subject. As I mentioned on the telephone, it seemed to need some adjustment, and this has, I fear, taken some time.

However, I now attach a revised version, drawn up after consultation, and cleared, with the Home Office. Mr Partridge, Head of MVD, has also seen and approved of the revised text. If HKGD contemplate any changes to this new text, I should be grateful if you would let me know in case we should need to comment further.
