I note your minute of 14 September to

ir Paterson (NTD). MVD have an interest in the question and our comments are as follows, It is the intention that no one who is lawfully settled in the United Kingdom should see their immigration status changed adversely as a result of the Nationality Bill's passage. The White Paper accompanying the Bill makes this quite clear.

2.

I have no doubt that guidance on the immigration aspects of the Bill will issue when the Bill is enacted, and that appropriate information will be given to the authorities of other countries. However, it would be prudent to note that we cannot enforce the co-operation of those authorities (Mr Williamson, HKGD, will be aware of difficulties with, inter alia, Spain, noted in MVD file no. GVM.349/393/1). It is important, therefore, to avoid giving (or appearing to give) assurances that we shall prevent difficulties from arising when CBDT passport holders travel abroad.
