Paragraph 2: the paragraph's first part is a bit puzzling, as it seems to support Hong Kong's contention that an existing right/entitlement should not be withdrawn. I suggest the paragraph be curtailed as shown in manuscript.

Paragraph 3: it would be helpful if this paragraph could state the basis for persons entitled to re-admission being considered as subject to immigration control e.g. a relevant clause in the Immigration Rules or Act, and how practice in their re-admission differs from that for right of abode persons e.g. are their passports stamped, time conditions on stay imposed etc?

Paragraph 5: the paragraph states 'We are pursuing with the Home Office the question

but the remainder of the paragraph

suggests that the Home Office have pronounced on the issue. Secondly, is the paragraph intended to refer to those Hong Kong belongers who have already had the endorsement transferred to their Hong Kong passports?
