4. The Home Secretary said that he was inclined to seek to reverse the amendment made in Committee. Whether to do so on Report in the Lords would have to be considered in September with the Lord President and Lord Denham. Meanwhile no suggestion would be made that the Government was prepared to accept the relevant provision of the Bill as it now stood. Ian Gilmour said he would be content with that approach.
