Following reference of the matter to the Home Office, we have now received their comments, and I attach a copy. You will see from Mrs Reisz's letter that:

the assurance given by Lord Goronwy-Roberts in 1977 related to those CUKC at present free from immigration control, and the commitment it represents will not cease to be such if the British Nationality Bill becomes law;

a loss of entitlement (not touching those mentioned in a. above) will affect those who, though subject to immigration control, have nevertheless received the endorsement Holder is entitled to re-admission into the UK' in their Dependent Territory passports. The apparent entitlement enjoyed by those entitled to hold Hong Kong passports seems to have been due to the provision in DSP 25, Appendix 11, paragraph 7, covering dependent territory passports as well as those of the UK. HO consider this to be incorrect, and MVD is separately con- sidering how to rectify the DSP text.
