In reviewing what is the appropriate number of taxis at any point in time, the Government takes into account (a) the availability of taxis as reflected by passenger waiting times (a March 1981 survey showed that this was 6.2 minutes on HK Island, 3.7 minutes in Kowloon and 4.1 minutes in the NT), (b) level of public demand, (c) financial viability of taxi trade, (d) road congestion, and (e) speculation in the taxi licence market. Revenue is not a consideration.
