1. The Hong Kong Civic Association Executive Committee urges that British Citizens and Citizens of, the British Dependent Territories (in which Hong Kong is included) be recognized under a common "British Nationality" in the British Nationality Bill.

2. As Hong Kong is a British Dependent Territory, British (Hong Kong) Citizens should be entitled to British Nationality as of right. If this is not so accepted, it can only be assumed that the British Government is seeking to loosen its constitutional links and residue responsibilities on Hong Kong, the administration of which the Governor of Hong Kong is responsible to the British Parliament and the Crown.

3. We propose therefore that future British (Hong Kong) Passports should indicate the status of their holders as:

"British Nationality: Citizen of British Dependent Territory of Hong Kong"

STUDENT FEES FOR HONG KONG STUDENTS

4. It stands to reason that students of the British Dependent Territory of Hong Kong studying in Britain ought not to be charged the same high level of school fees that are charged students from non-British territories. The British connection with Hong Kong needs to be fostered for purposes of long-term development of trade and cultural ties. This can best be done by making it financially easier for Hong Kong students to study at and graduate from British educational institutions.
