NATIONALITY BILL.

1.

Mr Whitelaw has called a meeting at 10.30 on Thursday

morning 17 September to discuss the Parliamentary handling of the Bill. Lord Denman and Mr Jopling have been invited to

attend.

2. The main question will be how to handle the Gibraltar amendment on Report in the Lords and thereafter in the Commons. Two further points in which the FCO have an interest are also likely to arise; the provisions in the Bill for acquiring citizenship by descent, and the extension of the Crown servant's provision to British members of the staffs of European Community institutions. The attached briefs have been cleared as appropriate with the departments this minute is copied to.
