Lord Elwyn-Jones: My Lords, I beg to move the Motion standing in my name on the Order Paper.

Moved, That, irrespective of the merits or demerits of the provisions of the British Nationality Bill now before the House, it is inopportune and potentially harmful for such a measure to be enacted at the present time when there is abundant evidence of a grave sense of insecurity amongst the ethnic minorities of this country and when the Scarman Inquiry is currently taking place and has not yet reported.
