6. I suggest that we aim for early agreement within the FCO in order to prepare for discussion of a concession of this sort with the Home Office on a contingency basis. If necessary this could be discussed with the Governor on the telephone, although at some stage we would need to consult the Acting Governor, Sir Jack Cater.
