PEERAGE OF SIR LAWRENCE KADOORIE AND THE NATIONALITY BILL

The Governor of Hong Kong has discussed with me on the telephone

the idea of encouraging Sir L Kadoorie to take his seat in the House

of Lords in time to take part either in the report stage of the Bill

(6, 7 and 12 October) or the Third Reading (20 October).

2. After consulting Mr Ridley's PS, I told Sir Murray MacLehose that we

thought it would be a good idea if Sir Lawrence had taken his seat in

time to contribute to the Debate. I also told the Governor about the

Secretary of State's correspondence with Lord Rhodes which leaves open

the question of whether Lord Carrington might be one of Sir L Kadoorie's

sponsors. I then consulted Parliamentary Unit about the procedures for

taking a seat in the Lords and told Sir Murray that Sir Lawrence would

need to get on quickly with a discussion with Garter King of Arms about

his style and title. When that was fixed, Garter King of Arms would

submit to No 10 and The Queen as a result of which instructions would be

given to the Lord Chancellor's Office for the issue of Letters Patent

for the peerage.

Provided that Sir Lawrence got on with this quickly,

there was no technical reason why he should not be introduced by the

beginning of October. Sir Lawrence will be in London from 4-14 August

and Sir Murray is going to speak to him and to Lord Rhodes to try to

encourage them to hurry things up.
