NATIONALITY BILL

An amendment to the Bill was passed by the Lords in

Committee on 22 July, which in practice would give British

citizenship to Gibraltarians.

The line with Sir S Y Chung is

based on that in the telegram.

It also takes account of

the fact that he may suggest concessions to Hong Kong to

compensate for that to Gibraltar. (The Opposition have

said that they will suggest some form of separate citizenship

for the other dependencies and that this has been prompted

by 'Leaders in Hong Kong'). It might at some stage be

necessary to consider some sort of fall back but only if the

Gibraltar amendment stands. Until HMG's position on that

is known it would be wrong to discuss other measures with the

dependencies.
