1 I can appreciate that going back to the Home Office will cause irritation; and that there is a risk involved. But the Governor has evidently accepted the latter, and much of the difficulty arises from the fact that the Bill was entitled by the Home Office lawyers the Nationality Bill. To the ordinary man in Hong Kong there is no convincing answer to the question of why HMG will not specify their nationality in connection with it.

2 I doubt if we shall succeed; but if we try at least the people affected in Hong Kong will be able to feel that the Department responsible for them, the FCO, has made every effort on their behalf.
