NATIONALITY BILL: HONG KONG

I should record that John Page MP rang me this morning to report on a telephone talk he had had with Mr O Cheung, calling from Hong Kong. Mr Cheung's call followed an earlier approach to Mr Page after which he had sought some background on the problem from me.

2. Mr Page said he had persuaded Mr Cheung that any further amendments in favour of Hong Kong tabled for Report Stage could upset the apple-cart. Mr Page has also spoken to Sir Paul Bryan MP who agreed that he would not table amendments. Both Members would, however, seek an opportunity for a debate on Hong Kong and Mr Page thought this might come under Clause 4 (presumably as this is the first mention in the amended Bill of the dependencies). Mr Page said it was important that Ministers should make every effort to give the strongest possible reassurances to Hong Kong.

3. I said we were well aware of Hong Kong's misgivings and would brief Ministers accordingly.
