Peter Carrington has received a letter from the senior Unofficial Member of UMELCO to which a reply must be sent shortly (copy enclosed). That letter had been sent before the Governor put the most recent arguments to UMELCO. Nevertheless, it does illustrate the strength of feeling in Hong Kong and it would thus be a great help if Peter Carrington could in his answer draw attention to the assurances which we hope you will be able to make on the lines which I have suggested.
