CITIZENS IN FOREIGN AND OTHER COUNTRIES

1. I attach a copy of Hong Kong telegram No 549

drawing attention to the anomaly whereby British Citizens

by descent living in Dependent Territories are in a worse

position than their counterparts in non-Commonwealth

countries.

2. I am very well aware of the pressure under which

the Government has been put to protect the position of

people living in foreign countries.

However, I must

strongly support the position of those people in

Dependent and other Commonwealth countries. We would,
