In the wider context of international law generally the term 'national'has another meaning which is the relationship between a person and the state which is prima facie entitled to represent his interests in the sphere of international relations. In this sense it goes without saying that the people of all our dependencies are 'nationals' since the UK clearly is responsible for the dependencies internationally. Nothing in the Bill changes the position of the dependencies and their people in this respect.

6. It would be quite wrong to attach significance to our definition of 'national' in our accession to the Treaty of Rome in preference to the definition in any other treaty or its use in international law generally so as to benefit Gibraltarians particularly. in some other sphere.
