1. I want to stress that nothing in the Bill weakens our links with Gibraltar - or for that matter with any dependency. Gibraltar's constant loyalty over the past 200 years has never been in doubt and our commitment to Gibraltar which is enshrined in the preamble to the 1969 Constitution is as firm now as it ever was. This Bill does not signify that our links have been devalued by one iota. are there for all to see and we value them highly.
