Hong Kong Government Office Telegram No 445 to Hong Kong of 17 March raised this question. I attach this, together

with a note by Mr John Chan on the subject which Mr Ford gave

me.

2. I told Mr Ford that I would seek your advice on this question and see whether anything could be done to improve the position of students in establishing residence in the UK. I would be grateful for your views. It is a point on which there is a good deal of pressure in Hong Kong.

3. Incidentally, I do not understand why the certificates given to students in these cases are called 'certificates of patriality'. To a layman they do not appear to have anything to do with the patriality question which I had always understood had to do with descent.
