In these circumstances, I would hope that members of the Committee, who have put

down amendments to Clause 7, will now be prepared to withdraw them. There will of course be an opportunity to put down amendments to the new clause, and to discuss

it in detail at a later stage of the Committee's proceedings.

We do not propose

to take the new clause out of order.

I hope that this explanation will help members of the Committee to appreciate the

background to the Government's new amendments and will assist in our discussions.
