NATIONALITY BILL: SPEAKING NOTES ON AMENDMENTS RELATING TO SEPARATE CITIZENSHIPS FOR DEPENDENCIES

1.

The Home Office have sent us for comment the attached background speaking notes resisting amendments by Mr Alex Lyon the purpose of which would be to substitute a system of separate citizenship for the dependencies for the proposed CBDT. It is not clear whether Mr Lyon's amendment is a personal one or whether it is supported by the Opposition as a whole.

I have attached to the Home Office paper a draft alternative for parts of the speaking notes in each case. The Home Office are broadly content to accept these amendments and I should be grateful if you would let me know urgently if you see any objection in respect of the territories in which you are interested.

My suggested amendments are designed

a. to remove total opposition to separate citizenships in

principle, in case the Government wish to make a contingency provision to enable a territory to adopt separate citizenship later if it wishes to do so;

b. to remove the impression that the dependencies regard the

present system as unsatisfactory; and

c. to remove any suggestion that the dependencies as a whole

regard the CBDT scheme as ideal.
