The Home Secretary has asked me to thank you for your letter of 20th February about the British Nationality Bill.

You may be assured that the points you have made in your letter will be most care fully considered, as will those of the Hong Kong Association, to which you refer.

The Government has made it clear on a number of occasions that the new structure of citizenship proposed in the Nationality Bill in no way alters the relationship between territories such as Hong Kong, and the United Kingdom. Nor does it alter the commitments and obligations of the Government to Hong Kong and its citizens. The

Home Secretary welcomes this opportunity to reiterate these views, and has asked me to assure you of the Government's continuing concern that the relationship between the

United Kingdom and Hong Kong should continue to be close and harmonious.
