The ExCo Memorandum promised in Hong Kong Telno 228 has just 13A arrived by bag and a copy is attached. It comes to us under a very strong plea from the Secretary of Security that it not be given wide circulation and certainly not shown to the Home Office.

2. I have not had time to read it closely, but I believe that all of those Hong Kong demands which we need to take seriously are already covered in the brief for the Secretary of State which I have already submitted. However, I shall consult with NTD on 9 March on the need for any supplementary briefing on additional Hong Kong points.
