though no erosion occurs except as in (b) above, under the terms of the Bill Crown service under the Government of Hong Kong will be clearly separated from Crown service overseas under the Government of the UK, particularly for purposes of naturalisation. Those who serve the Crown in Hong Kong will be treated less favourably, for purposes of naturalisation as a British citizen, than, say, an alien employee of an Embassy or Trade Commission.

Citizenship by Birth: birth in Hong Kong will no longer confer either CUKC or CBDT citizenship automatically.

Transmission of Citizenship: transmission of CBDT status to children born abroad will be on a more restrictive basis than at present. (However, if the Government amendment moved by Mr. Raison to permit the transmission of citizenship, not only to those who are CBDTs by birth but also by naturalisation and registration, is passed, the erosion will not be so serious).

A fundamental provision of the Bill is that in future British citizenship should be equated with the right of abode in the UK and should be limited to people with a close personal connection with the UK. This is a major erosion of the present rights of Hong Kong CUKCS: they will lose the United Kingdom and" portion of their present citizenship. Although there is no practical significance in this in terms of the right of abode in the UK, the change has political and psychological implications. Among other things, this is seen in Hong Kong as being a further and significant step in a continuing process of the British Government distancing itself from Hong Kong, and is particularly undesirable when 1997 and the
end of the Lease of the New Territories is drawing closer.
