I note with interest that the Home Office have not included in the note, Sir S.Y.'s interjection which should have appeared on page 5 - pointing out that there would also be CBDTS other than Crown Servants who might be PNG in the eyes of the Chinese and would expect special consideration by the Home Secretary. In reply, Mr. Whitelaw pointed out that the Foreign Secretary had only made reference to the problem of Crown Servants in his letter.

I have since spoken to the Private Secretary who said that he assumed we would not wish to give sig- nificance to this point. But I am sure Sir S.Y. will pick up this point if he sees the record and I suppose if he feels strongly that his point should be included we should ask for the note to be amended accordingly.
