NATIONALITY BILL: CITIZENSHIP SCHEME FOR THE DEPENDENCIES

1. Mr Luce asked for notes on the problems that would be created if Gibraltar or the Falkland Islands or both were. incorporated into the scheme for British citizenship instead of citizenship of the British Dependent Territories and another note on the advantages and disadvantages of a scheme for separate citizenships for the dependencies instead of the proposed collective one. I attach a draft of the first note. It follows my discussions with Mr Addison, Home Office. Subject to any comments from those to whom this is copied you may wish to consider whether you would wish to send this note.
