'2A. For the purposes of Paragraph 1 and 2 the

Secretary of State shall, on an application for

naturalisation as a British Citizen under Section 4(1)

by a person who is a Citizen of the British

Dependent Territories, take into consideration,

when exercising his discretion whether to grant him

a Certificate of Naturalisation, the constitutional
