1. Sir M MacLehose is coming to London on 8 March in connexion with the Nationality Bill and wishes to see the Secretary of State in order

to explain the strength of feeling in Hong Kong on this issue.

Recommendation

2. I recommend that Lord Carrington agree to see the Governor.

A provisional appointment has been arranged for 3.30 pm on 10 March.

A draft telegram is attached. As the Governor wishes to

announce his visit tomorrow, the telegram should, if at all possible,

issue tonight.

Background and Argument

3. The Governor telephoned this morning to say that feeling among

the Unofficial Members of the Executive and Legislative Councils (UMELCO)

about the Nationality Bill was such that he had no alternative but to

come to London for consultation.

The Governor first raised this possibility in his telegram No 192,

to which an interim reply was sent (FCO telegram No 188). Since then

views in Hong Kong have hardened and the Governor's assessment is that

UMELCO are now determined to be seen to have fought to the end to

regain some of the ground they believe they have lost in the Nationality

Their present demand is that Hong Kong be given full British

Citizenship, but with no right of abode in the United Kingdom.

is more than UMELCO were asking for when Sir S Y Chung and Mr O V Cheung

saw Lord Carrington on 2 February (copy of record attached).
