On 24th February 1981, the Council considered memorahdá XCC(81)17, 17A and 17 B. After discussion, the Governor said that it was clearly the wish of the Council that the following steps should now be taken:

that the unit created in Security Branch to examine the bill should be strengthened forthwith and should meet as soon as possible; that the unit should work as directed by a Joint Working Group consisting of Officials and the UMELCO working group to be formed for the purpose;

that the bill should be analysed and a further memorandum prepared for circulation to members by the weekend; and

that he should, in the meantime, convey the grave concern of the Council to the Foreign Secretary and express the wish to have the opportunity to discuss the legislation with him personally and with the Home Secretary and to propose amendments, and to give notice that UMELCO might also wish to send a delegation to London to make further representations on the bill.

The Joint Working Group, the composition of which is set out at Annex A, has since been formed and has held two meetings:

(a)

to consider the implications of the bill;

to identify areas in which the existing rights of Hong Kong based Citizens of the United Kingdom and Colonies (CUKCs) would be eroded by the bill, bearing in mind particularly Sir S. Y. Chung's letter to the Governor dated 18th February 1981;

to consider what amendments to the bill should be proposed so as to preserve those rights as far as possible; and
