12. The Points to Make thus do not meet the Governor's request
fully. The term 'assurance' could cover measures not connected
with the Bill, ie affecting entry alone.
Secretary is most unlikely to agree to a change in the Bill to
meet this point. The Points to Make are precisely drafted so
to take account of this without excluding use of the Bill
altogether.
13. If the Secretary of State agrees with the line proposed
I will draft a letter to the Home Secretary after the meeting
on Monday.
