Mr Raisen ought in my view to be extremely guarded over 3. of your minute. There are no plans at present for a Government amendment to be put down and it is difficult to see how an amend- ment could be devised to satisfy Hong Kong without making a complete nonsense of the Bill. For the same reason it is most unlikely that the Government would be able to accept an amendment in this area from any other source.

I suggest therefore that Mr Raison, if asked, goes no further than to say that the point can be looked at in Committee (ie, if anyone raises it).
